That depends upon the will power of the individuals. With me and my fianc�e, it went as far as mutual masturbation, but that was sin, and it only happened twice in 18 months. Otherwise it was just kissing long and hard. I know some couples who didn't even kiss until they were married. It sounds crazy, but there are oddly some benefits to not being ruled by your base nature. It fosters force of will in other areas of weakness as well.
